Elmo...Gina and I are correct. I tried ccbill with vanilla (non-reloadable), Walmart, and AMEX prepaids and they wouldn't go through. One of the cards told me the transaction was foreign and could not go through on these cards. I think I also called ccbill but I can't remember. I'm pretty sure the situation is more related to the Patriot Act KYC policy (Know Your Customer) which is a totally misunderstood/misapplied bunch of crap that has caused me numerous banking problems. Nevertheless foreign transactions have to have the person doing the transaction documented. So the vanilla cards that get registered with a SS number usually work and the prepaid bank card I use works because the bank knows who I am when I buy the card (even with cash). I've even used the cards overseas but occasionally a vendor refuses them. What I'm not sure of is the banks privacy policy and ability to trace use of the card from either direction. I figure by the time one has a court order or similar investigation it doesn't really matter. Main intent is to keep the transactions off the statement.

For P411, I also used the Chase Visa prepaid card and it went right through. I did not try any of the others but I assume they won't work because I think Gina's company is in Canada.

I suspect every bank has a prepaid card for their customers that work for international transactions...just remember....the bank knows who you are. Also note that the transactions may charge an international fee and an exchange rate. So one might need to load the card with maybe 5% more than the actual purchase.
If you do buy the anonymous cards and want to use online then yes you have to register. There is a way around it though. Check this out. Scroll to the bottom where it talks about something called TOR

It does make u register and requires a SS number only to make sure you are 18 or older. You can have a savings acct.

gives u an option for a companion card
