Anyone who is brown and lives in or comes from the Middle East.

And more importantly: What are the meaning of ...

A definite, identifiable attack on the US, followed by a Congressional Declaration of War, called exactly that.

"a clear definition of victory."
A set of conditions, that when achieved, will signal the end of the the war, coupled with the military being allowed to use whatever means necessary to achieve those conditions as quickly as possible, with the least loss of life possible. This should be in place before any conflict begins, or if that is not possible, as soon as possible thereafter. No more endless wars.
