I think only people (not necessarily citizens) who can purchase the property with saved up cash (no mortgages, no loans) should be able to own property. And I think only property owners should be able to vote. And they should be able to vote in the proportion of the land that they own. Renters get no voice.

What about a situation where outsiders come in and purchase the land? Theoretically, if they have enough money, they could buy all the real estate in the country...
