And in my opinion, the existing NYC board should simply be renamed to "NYC & Eastern NY".

The concept would be to have regions 1-5 in Upstate and 6-11 in the renamed section. I don't know the traffic patterns though so it may make more sense to have 1-7 in Upstate and 8-11 in the renamed section. Some smart person should decide that.
