It's a normal distribution. It doesn't say all black people have a low IQ. It just says that the average IQ of black people tends to be around 85. 50% of black people will have an IQ greater than 85. If we assume a standard deviation of 15, than around 16% of black people will have an IQ greater than 100, and about 1% will have an IQ greater than 120.

I don't think it's racist, but many argue that the IQ test is biased toward white people. However, you'd think that it was biased toward Asian people.

I'm also not sure how different the races are so that completely different tests are warranted. Do we need special tests for every race so that everyone scores equally?

There may also be external factors that could affect someone's IQ or development as a child. I really don't know, but people do call the IQ test racist LOL. And from there, we can call school racist, any job interview racist, so on and so forth.
