I think it's more accurate to say that the priorities are influenced by what's easier to do. And it's a lot easier to target sex workers (who are doing things that are technically illegal, but really aren't harming anyone), it's like fish in a barrel when compared to addressing more serious crime. Even though the "offense" is much less serious, it makes them look like they're at least accomplishing something.

Police set priorities that the community bitch about. Think about it. the one place busted was right next to a brand new school. Parents drive by it all the time and think WTF right next to our school. They complain at council meetings and then the police get told to do something about it.

the way to avoid this is to open in areas that tend to ignore it and use a location that is not right out in the open. Not sure when the place opened up by the school (it could have been there since before the school was built since the school just opened).

Trump is more worried about making national shockwaves not some jack shack in a one horse town. Obviously if this place is next to a school no parent wants a bunch of mongers wandering around waiting for a blow. I mean it gives the cops there something to do. I mean, how dumb do you really have to be to set up shop next to a school, hospital, AND Police station?! Who couldn't see this coming? I have to assume that's how Jin in Canonsburg got rocked too because it was the same owner as the one in 84. Jin has been around awhile with little to no issue and they are right off the exit.
