You need to hire "non-English speaking" El Salvadorians.

Movers, housekeepers, painters, gardeners, ect ... they always show up with a boss who speaks English and then the boss leaves and I am stuck trying explain to the non-English speaking guy who is actually doing the work, how he is fucking it up and not doing the work to my standards.

I just went though this crap a few weeks ago. I hire a painter, 2 showed up, the boss left an the worker stayed. He was a complete fuck up and then to add insult to injury, he washes his paint brushes off (I was using a dark metallic green paint) in my brand new bath tub that had never even been used. He made a huge mess in there and just tried to walk out the door without even cleaning up after his self. What a joke.
You may also check some of the battered women's shelters. Some of these provide job placement services.

Consider hotjobs.com, or monster.com. Hell, even backpage has a help wanted section. How about referal from people you know who may needs job, assuming you are paying fairly decent salary.
