There was some question about George Romney who ran for the Republican nomination in 1968. He was born in Mexico with both parents being American citizens. 8 USC 1401 addresses citizenship by birth. It does not address the question of whether one who is a citizen by birth is a "natural-born citizen", as the term is used by the Constitution in defining eligibility for the Presidency. The exact meaning of natural-born citizen has never been decided, in part because the question never came up before Barack Obama ran.
