If your parents are Citizens, and you happen to be born in another Country, you are considered a natural born citizen.

8 USC 1401 addresses citizenship by birth. It does not address the question of whether one who is a citizen by birth is a "natural-born citizen", as the term is used by the Constitution in defining eligibility for the Presidency. It comes up once in a while. Congress had to rule on McCain because he was born in the Panama Canal zone. There was some question about George Romney who ran for the Republican nomination in 1968. He was born in Mexico with both parents being American citizens. Barry Goldwater's natural born status was debated because he was born in Arizona Territory before it was a state.

If Marco Rubio makes a run for the presidency, there may be a challenge; neither one of his parents were citizens when he was born.

Actually it has come up before. Chester A. Arthur became president upon the death of James Garfield. It was rumored that he was not born in the United States. Historians have found that it is very likely that Arthur was born in Canada the year before his parents immigrated to New York state. The difference is that Arthur never ran for the office of president.
