Ok, let me get this straight. A government official is sworn to tell the truth. The government official does not tell the truth, or leaves out pertinent parts of the truth. Somebody wonders why they did not tell the truth, or why they left out pertinent parts of the truth, and the person lied to is the bad guy?

A flaw in your "logic" is your underlying assumption that the criminal justice system operates on a principle of everyone telling "all" of the truth. That is simply incorrect.
