I'm thinking it could be Eugene. He was on the right side, and crying a bit, looked scared, and did not look like someone Negan would think he could count on. Besides, he gave Rick the ammo formula.

Eugene is a sad character. He's supposed to be smart but hasn't stepped up in the Zombie apocalypse. Eugene should be building zombie killing machines or com devices or at least better tactical plans. Supposedly he can repair the solar panels and electric wiring but do they ever show him doing so (boring?).

Nobody would care if he dies so he's likely safe.
