I read and up interpret rules for a living. The guideline isn't exactly a model of clarity and can be read in good faith to support the view that in bans outing in general, or that it only bans the outing of members (though I'd lean toward the broader interpretation in enforcing it).
But to a more fundamental point, if the present rules don't ban the wholesale outing hobbyist's or providers who happen not to be members, shouldn't they? Why would thissite want to provide a home for those who engage in unethical conduct to third parties? How would that preposterous policy benefit the site or our members? Yes, us ficktards were stupid and made the visit for a variety of reasons and will have to face any fallout that may happen.
