The San Joaquin Valley has lots of rules regarding air pollution.

Rule 4570: The purpose of this rule is to limit emissions of volatile organic compounds (VOC) from Confined Animal Facilities (CAF).

I am not certain but I believe this means it's illegal to pass gas in a packed elevator. If not, it should be illegal.
