The Baltimore Mayor "let the riots happen"?

She's asking for money, that ordinarily would be allocated for a natural disaster, something you can't intervene and control to an induced incident that could have been easily intervened and controlled. It was estimated within the first forty eight hours after the storm over 40 thousand New Orleans residence flooded into Baton Rouge for refuge.
