Interesting concept...normal. The Mayor of Kansas City was on the radio the other day and he tried to explain the murder rate away. We're up about 150% at this time over last year and last year was considered bad. He told the audience that murders have occurred over time and seems to be a part of life in KCMO. Lets make some dangerous assumptions; if the people wanted the murder rate to be near zero or zero (an impossibility I know) but liberals are never one to shy away from reality. How do you achieve a zero rate of murder? A literal cop on every street corner? Probably catch a lot of criminals but only after they commit the crime of murder.
