This means the server the site is hosted on could be out of disk space (from storing images and other stuff), or could be out of CPU or processing power (from lots of traffic). It's usually not too complicated to fix, unless there's lots of problematic code causing the jump in resource usage. OH2 could also be getting a DDOS attack which would also cause it to go down.
