You can put either name on it, fraud or dirty tricks. It has the same effect--adding one vote for "your" candidate, or subtracting one from "the enemy".

It should be more than "discouraged".

I wonder what the "normal" purge process consists of.

At some point people move and die. The state has the duty to keep an accurate roll.
