We (speaking as a US citizen here) don't need to borrow it - just print it. It doesn't need to be paid back when you increase the money supply - plus Israel buys US armaments - which helps the US economy.

I have a better idea. Israel is a rich and technologically advanced nation. They can survive on their own. They don't need our money, so give them nothing.
If they can't survive without US payments, then they aren't really a nation. They are nothing more than Cuba when the Cubans were propped up by Soviet money. They would be no better than North Korea is now, propped up by Chinese money.
I don't believe Israel is in that boat and they would be fine on their own. And it would make the US-Israel relationship a more honest one.
Also, even assuming I buy your argument that we can just print $40 billion, we still have to figure out the highest and best use of that $40 billion. We would get a lot more bang for our buck by re-building $40B in infrastucture than we would get by giving Israel $40B and hoping we get a small piece of it back in arms sales.
