That does not mean there is not corruption from time to time but such instances are much fewer and far between.
However, given the option, I would say that people in an industry should have the right to band together and work cooperatively towards improving their lot in the industry as a whole. What we have is a country deeply divided with no consensus to go forward, and everyman out for himself. Gridlock in congress is caused by a lack of definable social capital savings because people are out to get all they can, not contribue to the public good. Even those allegedly contributing to the public good are likely just cynical manipulators of public opinion.
