I understand the risks and downside to this, but maybe this is exactly why we live in a society with professional LE? Maybe an anonymous tip, carefully worded, sent discreetly, alerting enforcement to what they are up to?

Someone could get hurt by these two, maybe someone who isn't even in this hobby. Maybe, even, they get hurt by someone who ain't playing.

You give her way too much credit. So what she never actually became a "street walker" as you describe. But is that any better than her providing for a small quantity of her habit from a dealer? She gets by and survives by burning ppl.. robbing.. and gaining your trust or making deals with...(so I heard). The only thing special about her is weak minded followers who say she is.
