There are two stores that mainly handle the Netspend card, and that is HEB and Ace Check Cashing. If you do it at HEB, there is no reload fee. If at Ace or another location, there is a small fee that varies depending on the store.

Either. if you go to the store and get the temporary, you can use it as soon as you activate it.
