It serves them right if older cops retire early and young Officers resign and apply to other Departments whether they go through with any of this or not. I am sure there are enough good and dedicated Officers that are marketable and can bring their experience to other Departments. In order to have a good Police Department City Government must train and outfit new recruits, appreciate their interests and pay them. If Minneapolis isn't willing to do that they may as well as ban the Police Service they don't deserve it anyway.
