Almost ALL major enterprise software has set up instructions, different roles and responsibilities, and permission.security recommendations. I can guarantee you that even the stupidest government SA/DBA has changed the default password from their outdated SQL 2000 Server admin account.

We've already pointed out what a disaster the Obamacare website was and it was won under a no bid contract by his/his wife's cronies and basically built without consideration to cost. It was only after Accenture cleaned it up that it started functioning adequately. Until that point almost everyone said it was a security nightmare.

Old-T moves the target so much its funny that he doesn't know when he's put it on himself. Give the govt enough money to hire the best programmers it would be the same result. Why? Because you can't FIRE anyone. Why? Because of people like Old-T! You've got to promote the incompetent and lazy because of govt stipulations people like Old-T put into place. It doesn't have anything to do with "skill set". It has to do with incentive. I'm sure once hired and past their probationary period you can't fire the avg programmer unless they are viewing a Confederate Flag on their work computer. We've got them here! Can't program their way out of a paper bag but they are on the LGBTQ committee.
