However I have no knowledge of whether or not the location of where a site is hosted matters in the domain name being seized. A popular file sharing site is regularly re-registering names and re-pointing traffic but maintaining their servers without interruption.

I don't believe where individuals might be physically located is relevant to the FBI or other law enforcement agencies being able to seize and take control of the domain or servers. Perhaps if someone acquiesced and simply turned control over if served. I would imaging though there would be a lengthy proceeding challenging such an order.

In the myredbook case I can see where walking into an office of a company here in the states with a court order might work. But not a company somewhere else in the world.

My opinion has no basis in actual law.

Physical location in the digital age seems a minor obstacle to data stored and transferred.

Major problem isn't civil issue, its a criminal one. Read the indictment for the owners/operators of redbook. Then read the laws that are mentioned in that indictment. Kind of chilling and goes WELL beyond forfeiture issues.
