I have a legal question... What if a website is based in a foreign country? Access from the US would be available, but the company would be foreign owned and operated. Is that my next million dollar idea?
TER's servers are foreign based. Sometimes, the threat of prosecution or an expensive lawsuit is enough.

Apparently. However, the site does not delete accounts nor content in these situations. Instead, accounts are disabled (all posts and reviews remain in place).
