Mystic, here are two theories,

1. Trump's got a similar strategy towards Russia as he does towards North Korea, where he threatened Little Rocket Man with annihilation before trying to cozy up to him. It's possible he's also using the same strategy with China on the economic front, hoping to improve Chinese behavior and ultimately reduce tariffs on both sides to zero. I doubt this, and if so the strategy is backfiring.

Anyway maybe Trump would like for Russia to come back into the world order, like under Boris Yeltsin and Mikhail Gorbachev, and is using a carrot and stick approach. He expresses admiration for Putin at every turn, wants Russia back in the G-7. But at the same time he's arming Ukraine, cancelling missile treaties, and putting sanctions on the Russians. In the end he hopes the carrot will prevail and Russia will become a partner instead of an enemy.

2. Remember David Duke and Charlottesville? Trump didn't seem to be quite able to come out and directly condemn white supremacy. I don't think this means he's necessarily a racist. Rather, he doesn't want to throw away votes from that admittedly small segment of the population. And remember the crack "Russia, if you're listening, I hope you're able to find the 30,000 emails that are missing." I don't believe that Trump colluded with the Russians and do believe the Mueller investigation was a waste of time. But, like with the white supremacists, Trump probably doesn't want the Russians working against him in the next election. He'd rather have them on his side since they're going to be meddling anyway. Another case of having your cake and eating it too.

It's largely like the the OP here as I pointed out. The pervasive LSM narrative is that Trump suggested this again recently, when it actually came from another G-7 member, France. Macron floated it a couple days prior to discussing it with Trump, when Trump then agreed and has been discussing it.

I'm still awaiting both the LSM and or any poster here to say "exactly" why re-instating Russia in the G-7(to become the G-8 again) is a bad thing, especially if as Macron and Trump have discussed getting assurances regarding Crimea.
