It's by design, you can thank LBJ for that. The idea, per his biography by Doris Goodwin:
"These Negroes, they're getting pretty uppity these days and that's a problem for us since they've got something now they never had before, the political pull to back up their uppityness. Now we've got to do something about this, we've got to give them a little something, just enough to quiet them down, not enough to make a difference."
This is basically how the Dems have been running for ages. The fact that they aim for and cultivate low-information voters, push for mass immigration, and are lead by billionaires leads me to believe that the Establishment Dems are secretly Feudalists working to push towards a serf class by continuing to push the working man down while elevating themselves and their fellow oligarchs to a sort of aristocracy.
A lot of the most racist people I work with or deal with on a daily basis are Democrats. Rather than the anger/disgust you stereotypically encounter with a redneck, they're white dems who pride themselves on being "allies" to minority causes, but really just infantilize, talk down upon, and talk over the minorities they pretend to care about. Then, the moment a minority contradicts them, or tells them to be quiet, suddenly that minority has "internalized racism" and is thrown into the bucket with the rest of this person's perceived enemies, their minority status revoked.
