Whirlaway, you are wasting your time trying to debate with CBJ7. Take it from someone who knows. Even when you point out he is wrong about an absurd statement he made, he just digs in deeper or he changes his story to try to fit whatever narrative he was trying to prove in the 1st place.

a president makes a budget PROPOSAL ... ( a proposal is exactly that, a proposal .. not necessarily the budget congress passes)

congress drafts and passes their own budget

the predisent does not have to sign a congressional budget.
