It's a preliminary budget proposal. I wouldn't expect those numbers to ever actually become reality. It definitely represents this guy's fundamental principles about regulating large economic systems and the role of government in stabilizing the economy and in preserving the planet's resources. Chances are we'll have to get used to this and I don't think it's much of a surprise.
I know quite a few people who direct housing programs that survive on HUD giveaways and they're all shitting themselves as well.
