Again, as I have stated earlier when Tony asked me this question. I mentioned I was a small bbw. As stated below. I am correct in what I have said. Now if only Dorthy M. was here to look at the facts.

Actually, in the clothing fashion industry... technically, it refers to anyone who wears "plus size", so if a person wears a womans size 14 and up, then one could call themself a bbw. Don't have to though, it's totally voluntary

It started about 30 years ago when there was a magazine called Big Beautiful Woman, which featured only things that were of interest to plus size women , all on plus size models, etc. It's gone out of business, but the term BBW stuck around, used a lot as a descriptor in personal adds, as Brian702 pointed out. Then it gets further broken down to
small bbw's (size 14 - 18),
mid-size bbw's (size 20 - 28)and
super size bbw's size 30 and up). These are approximate ranges...there is no hard and fast rule, it's just kind of how it falls out. Small bbw's often refer to themselves as "curvy", "thick", "voluptuous"...it's kind of silly really, people will bend over back words not to say the word fat, about themselves or anyone else. Unless they want to beat themselves up about it, or insult someone else. To me, if a woman calls herself a BBW, it's because she want's to let others know that she's fat, and doesn't hate herself because of it. There's a certain amount of implied pride that goes along with the term.
