Mexico didn't tank that match, they outplayed Holland for most of the game and lost on a questionable penalty.

Extra time is not counted for a Draw bet, so the bet is settled after regulation play (90 minutes plus stoppage time). Most sportsbooks offer prop bets for knockout stage games which give you the option to bet who will win after ET.

Odds are calculated like this:

+100 (ie. even money bet) = risk $100 to win $100
-150 risk $150 to win $100
+150 risk $100 to win $150

The 2 numbers for the over/under are called an Asian Handicap bet. It's treated like 2 separate bets when the books pay out, so over 2,2.5 means that if the game has 3 more goals, you win because it went over 2 and over 2.5. If there are 2 goals total, you push the "2" and lose the "2.5" (so it's half loss total). If 1 or no goals are scored, you lose the whole bet.
