So it's been a few years, but I decided to pop in again and I've noticed something that I have not seen before. A couple of times already, I've gotten a request for $$ as a form of vetting. One time, my CC company flagged the charge as questionable and the second time the provider just disappeared after saying yes but never getting her 'sign up' information.To answer your question OP, No it is not a new thing. It is however, becoming a more common practice amongst many providers.

I also know of several providers who offer payment plans in which the client pays what he can when he can until he has accrued enough credit for a date. It’s certainly not unheard of.
At any rate, I’m not sure what service you were using that flagged your card but I’d consider that a good thing. Your bank was looking out for you. I Recently tried to pay someone using Venmo and it was flagged but the same payment to the same recipient from the same bank went through with Cashapp. Different banks have different policies regarding these services.
I can’t say one way or another if what you encountered was legit or a scam, but I can say that It is a somewhat common practice.
