Yes, US taxpayers have been footing the bill.
Trump is fulfilling his campaign promise. Experts have noted that Mexico's massive deployment of National Guard troops has played a major part in blocking migrants from reaching the U.S. border in the first place. You could make a case that Mexico is paying for border security as Trump has forced Mexico to do it's job. Trump is doing what he was elected to do.
Private citizens are donating to the "Build the Wall" project. Some landowners along the border have asked this group to build part of the wall on their land due to the criminal activities they have encounted by people illegally crossing over. So yes they want it on their land.
You know, if people do not want border security than they can vote for the Do Nothing Democrats and go back to doing nothing about illegal border crossings.
We shall see in 2020. But I'm betting Trump is going to be the winner in this. Remember, you heard it here first!

You still seem to not understand that the majority of the people in this country do NOT want the wall to be built. Even in Texas, support for the wall is negative.
The only people who support the wall are die-hard Trump supporters, and the only reason Trump is still pushing for the wall is it was one of his campaign promises. So many of his other campaign promises have failed that he desperately needs something to point to other than the economy as a success story.
"Donald Trump has failed at many things since becoming president, but none may be more glaring than his failure to build the wall he promised across the entirety of our southern border."
