Call the Houston Bar Association Referral Service and ask for several names and contact information for attorneys who have listed themselves as being involved in "landlord-tenant" matters for residential housing. As for some names in your part of the metro area so you don't have to drive across Bum-Fuck Egypt ... and try to get several names and contact information in case you don't like one of them and/or they want to charge you an "arm and leg" .. but be prepared to pay the attorney a conference fee, which should be for about an hour if you bring all your paper work.
Don't try to handle it yourself or rely on YOUR INTERPRETATION of any statues or codes. Geeezzzzz!
