Sending aid to the people of Puerto Rico is like a mini Normandy landing. There were no facilites to accept the aid, no place to store it, and nothing to distribute it to the people. I write people instead of government because the government is corrupt. It takes a beach head and an air drop to secure a space for planes and ships. We have to provide the security and we have to provide the vehicles and drivers. The government is just getting in the way like they did in Somalia. Now, no one is shooting at us...yet. (I do expect some vehicles to be taken by force at some point) Nor will there be 18,000 casualities on day one. This is about logistics and not combat. Logistics won the battle of Normandy.
