I think that's the first Happy Hour I've heard of that's actually just one hour. That's for sure the time to buy your minimum two drinks. Ask for a receipt so you can prove you bought two drinks.

Oh, and if a manager says anything to you earlier, tell him you're gonna buy your two drinks after 8pm.

I went recently and had no issues.

One of the waitresses sat with me and a dancer for a good while so she could be our interpreter (hablo espanol un poquito as I tell them). Eventually bought a drink with good tip for her time, but wasn't getting a shakedown.

Maybe it depends on which manager is running the show that day.
