This may be about to play out right now in places like Hong Kong where only a small percentage of the elderly are vaccinated, and where there's no natural immunity because of lockdowns and travel restrictions. Only the story will be

Actually something similar did play out. Those states that were more inclined to restrict business because of COVID, like California and New York, still have high unemployment rates. If more people in those states had gotten vaccinated, their politicians wouldn't have had as much motivation or ability to restrict commerce the way they did, and are now.
