Several years ago I submitted a proposed design for a new school incorporating some safety measures. The problem, and this seems to be the case at Sandy Hook, people tend to believe that you can put a lock on a door but still leave the windows on either side intact. The reason there are windows (and, btw, windows of a certain size) is to allow for an escape in case of an event, usually a fire, which would not allow egress from the area by way of a hallway. This is also why one doesn't see small, slot-like windows that are placed high.
