I just don’t believe that we should be incentivizing any particular group of people based on their race or immigration status to move anywhere that they don’t want to go.
Now that I think about it any incentive program that you could come up with would probably be considered unconstitutional. If you can’t give preference during college admissions then you can’t give preference to an incentive program either.
