Seems like he was intentionally planting it where Arya could find it and take to to Sansa I guess? Plots within plots, as always with him.

Also, this was cool (as best I could make out):

That was the note Sansa sent in first season asking her brother to come swear to Joffrey. Littleshit trying to sew discord as usual.

True, but he's a reluctant leader, even as King of the North. Even if he knew, I doubt he'd want it. He might take it if he thought he was the best chance at protecting the people or if he thought Dany was going to go full "mad queen", but I doubt he would really care anything about getting it for his own sake.
