if Obama had given military aid to Ukraine instead of red cross packets it might easily have been enough to deter Putin from invading and annexing Crimea. while Russia vs. Ukraine in an all-out conflict clearly favors Russia, the cost ratio gets unpopular politically when the body bags start piling up.
