The officers drove up "so close to the perpetrator" because they were "expecting the kid to run." That's how 99 percent of "those people" would have reacted when police pulled up so rapidly. Whether these two officers committed "tactical errors" by performing such risky maneuver in face of someone "presumably armed and dangerous" is debatable. But it's safe to say that Loehmann and Garmback were not alone in that regard.
