The constitution doesn’t specifically call for a vote. It ~is~ the typical process though because what is called for is a determination of “The House”, not a single party or just a few people. Totally irrelevant since the President has every right to enlist the aide and testimony of foreigners in an investigation, especially one with the intent of fucking with an election, and withhold aid if they choose not to cooperate. Democrats and Meullers team sure as hell did, and there’s letters to the Ukrainian government (and a plethora of other governments) from Meuller and members of congress to prove it. President Trump is using their own tactics against them, and boy are they pissed. Karma is a bitch.
