It was at that point that Fusion GPS hired Mr. Steele, who has deep sourcing in Russia, to gather information.

You are trying to make the argument that all research that was funded from a person is thrown away when they stop paying. Fusion is very forthcoming stating that it sells its work to many buyers. Regardless of party. And just as the name says, reasearch is always looking for new data so as to make itself more attractive to future buyers. They don't just start from scratch for every new client.
