the chart is interesting. article notes 2 things. as suns CR weaken, extra-solar CR increases; as earth undergoes a pole shift, its magnetic field weakens. this is quite a double whammy.
extra solar CR has a different set of radiation types that is different from our sun's CR.
this falls into the you did not know this type of category regarding CR behavior.
regarding the climate cycles. I've seen this commented in other places. Earth has climate cycles, and there are cycles within cycles.
sunspot charts seems to suggest a 200 year cycle for a mini ice age. its followed by roughly a 40-50 year cycle of cold periods.
this is not exact, I'm eyeballing the estimate on the chart.
1600 - 1750 = 150 years of cold <- mini ice age
late 1790 - early 1800
late 1800 - mid 1900
mid 1900 - late 1900
early 2000 - ? <- start of a new mini ice age
