Maybe the money grubbing Clintons have a master plan. They know that the Progressive/Liberal Democrats will eat the peanuts out of Bill's shit just to get close enough to kiss his ass. So what they are doing is "sorta running" for President. This compells all sorts of future bootlickers and lackeys to contribute huge amounts of cash to the "Clinton Foundation". At the last minute, Hildebeast decides not to run, and they pocket the cash.
Of course, this might not even be legal, but has simple things like legalities ever got in the way of Bill and Hillary, especially when they are assured that nary a peep will be uttered by the major news outlets.
