I kind of agree with your theory about the person complaining at relaxing, but how do we explain the second shop also being closed?

Someone mentioned a sign posted on the front door of relaxing to the effect of being closed for repairs if I’m not mistaken. Lily massage in Chinatown is amongst a few other shops that were closed and have the same sign posted out front. Any thoughts? I also feel as though LE would have published information on an actual bust and arrests, I haven’t seen any such reports. Perhaps they are getting these places shut down on a technicality. Anyone try knocking on the door of either of these shops, lights are off, but somebody is home kind of situation perhaps.
San Antonio has a public crime map, you can see all the stuff that happens. Does Houston have one to look at?

When le shuts down a business they always put a notice on the door and it's in the news. This seems like Ice. They don't want any publicity right now.

I think the op had said that it was the guy giving the directions to dispatch claiming he was touched, and Zoe screaming in the background that he was trying to rape her ( worker)……. I just had a thought that it’s the perfect way for an undercover LE to handle it. Who knows, they do get a lot of weirdos that see opportunities to take advantage in a number of ways because of the societal language barrier. They try to pass counterfeits , at places that take credit cards they come back and claim that their 3 was changed to an 8 on the receipt. Like those girls haven’t been dealt enough in life. If you know the SPA's address put that in the spotcrime map... I did and it looks like an ASSAULT was listed in the 4800 block of hwy 6 N.

SO over on OH2 a guys is claiming to have talked to Specs employees and confirmed it was ICE - I know I am just spreading the rumors..

It could all boil down to code enforcement requiring shop(s) to make improvements so as to be up to code. I’ll give the benefit of the doubt since signs stating closed for repairs are appearing at several shops. I recall Fort Bend Co. sheriff raiding and closing down shops in Sugarland area, highway 6 and posting an actual LE notice. It’s anyone’s guess at this point. The downside is that these girls got used to making some nice bank, now that it’s been interrupted by closure they may decide to relocate themselves to another city, it’s all about the money for them.

Zoe is time proven veteran. She knows things better than any of us and has a better sense of what to do and what not to do. I would not be worried too much. She will reopen as soon as dust settles down.
I hope you are correct. It took a long time for this city to recover from past raids on legendary spas - like the houston natives like to reminisce on and on about. time will tell - but ICE is getting a lot more funding and being beefed up. This administration seems like they want to live up to their deportation promises. I just wish they'd skip the harmless spa shops.
When 7 shut down, they move to another city in Florida. Took her like 7 years to come back.
