Garbage men are not responsible for maintaining law and order and respect is not a key component of what they do so I'm going to say this is very different.

On top of this, these rioters are not merely complaining.

They are throwing incendiary devices, firing projectiles, engaging in physical altercations, destroying millions of dollars worth of property, and disrupting day to day life in a (technically) American city.
