LL, there's been a lot of comments from people and opinion; however, you seem to come from some position of facts as a Coco everywhere was anecdotal evidence from guys visiting establishments, which you don't seem to have. My facts and opinion are as I've tried to connect the dots based upon the legislative history of the law involved and experience.
Further research into human trafficking and grants, show me one grant here for human trafficking that will affect the industry but not be connected to anything in particular at AMPS:

Yup 101 million and I'd bet about 95% of the funds go to combating child sex trafficking, as most of the funding seems to go to, which I'm sure 99.99% of the guys on ECCIE would agree with and OK to use their own tax dollars on.
So, since you have no evidence of visiting an establishment (ever), and don't have any combating opinions and supposed facts, show some facts or leave the discussion. From my perspective you don't have a dog in the fight otherwise and when you have nothing better to say, it's sometimes time to shut up.
