Well, "manufacturing" a recovery anyway. Nothing like gaming the system when it comes to government numbers. If you can't just change the definition, like Carter (the first one, not this one) did with inflation, you can always buy an auto company and have them pad the numbers. This helps explains the recent thread about how the current Carter administration helped out GDP.
