Davis-Bacon is rent-seeking, the use of political power to supplant the market as the allocator of opportunity and wealth. Rent-seeking is lucrative, which is why there is so much of it, even when its pedigree is repulsive.
the law makes building expensive and not only that, the law had racists origins. it was created to keep out blacks from lucrative jobs and support Unions over non-unions.
before Trump can get started on this infrastructure building, he needs to get congress to repeal this law.
